Application of Incorporated SWOT and ANP Models in Environmental Strategic Planning(Case Study: Isfahan Province)
abstract:
Environmental planning is a process to facilitate decision making by considering natural, social and economic conditions, which provides a framework for achieving sustainable community. Strategic environmental planning, is combination of the two issues: accurate recognition of the current situation and providing a clear and consistent picture of the desired future condition. One of the most widely used strategic planning tools is the SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis that in this study was used to assess the environmental situation of Isfahan province and it's counties. In this study, most important internal factors (strengths and weaknesses) and external factors (opportunities and threats) were identified through collecting and evaluation of experts and authorities opinions using questionnaires. Environmental situation for the 20 counties were evaluated with 14 strength, 14 weakness, 13 opportunities and 13 threats. At the provincial scale, the most important factors were >Isfahan province was determined competitive (ST) and strategic position for the human environment was the conservative (WT). The prioritization of strategies using ANP showed that receiving funding and supports from Environmental Fundation for conducting envrronmental researches in universities, and developing and implementing of watershed management plans got the highest priorities in environmental strategic planning of Isfahan province
